Northeast Car Care Centre traces its beginnings to 1995 with the establishment of Northeast Tire Supply & Service Centre (NETSSC). The business was created with a vision to provide quality automotive products and reliable services to the people of Ilocos Sur and its neighboring provinces. At a time when most service centers in the area offered general automotive services, NETSSC focused on becoming a specialized tire service center supported by modern equipment, high-technology facilities, and professionally trained personnel.

Through careful understanding of customer needs and the growing demand for dependable automotive services, NETSSC positioned itself as a service provider committed to quality, efficiency, and customer satisfaction. Its early focus on tire services allowed the company to build a strong reputation in the local automotive industry.

As the business continued to grow, NETSSC expanded its product offerings and dealership partnerships. It became an exclusive distributor of well-known automotive brands such as Castrol Products, Gajah Tunggal Tires, and Furukawa Batteries for Ilocos Sur, Ilocos Norte, Abra, and parts of La Union. To better serve its customers, the company also added car accessories, spare parts, and various types of motor batteries at reasonable prices.

After two years of successful operation, the company saw the need to expand in order to bring its products and services closer to more customers. In December 1997, Wheels Specialist Center, Inc. was established in the southern part of Ilocos Sur. Located along the National Highway in Calaoa-an, Candon City, Ilocos Sur, this branch helped strengthen the company's presence and leadership in car care services within the province.

Over the years, NETSSC and Wheels Specialist Center, Inc. continued to improve their operations, facilities, and manpower. The company placed strong importance on training and skills development to ensure that customers received fast, efficient, affordable, and high-quality service. These efforts helped the business grow from two small but capable auto workshops into a stronger and more established automotive service company.

In October 2004, a bigger and more complete automotive workshop was developed. This became Northeast Car Care Centre, owned and managed by Wheels Specialist, Inc. It was officially inaugurated on January 28, 2005, and is strategically located along the National Highway in Cabalanggan, Bantay, Ilocos Sur. The new facility was designed to accommodate a wider range of car service needs while providing customers with a more convenient and comfortable place to relax while their vehicles are being serviced.

Northeast Car Care Centre was built with modern facilities and staffed by professionally trained personnel capable of providing accurate assessments, efficient service, and reliable automotive care. The company continued to expand its service coverage and product lines to meet the increasing needs of vehicle owners in the region.

NCCC became an authorized dealer of trusted automotive products, including high-performance tires such as Gajah Tunggal, GT Radial, Dunlop, Goodyear, and Bridgestone, as well as Dong-Ah Tubes and Flaps. The company also carried reliable battery brands such as Furukawa Batteries and Motolite Batteries, along with lubricants such as Cyclon, Mag 1, Ipol, Ravenol, and National.

On June 2, 2006, Northeast Car Care Centre achieved an important milestone when it became the only Five Star Auto Workshop for Servicing and Repairing Motor Vehicles in the Ilocos Region, accredited by the Department of Trade and Industry. The company was also granted the DTI-Certified Establishment Silver Seal, recognizing its commitment to quality service, customer care, and responsible business practices.

On July 31, 2009, Northeast Car Care Centre affiliated with Bosch Car Service, one of the world's leading automotive service networks and technology providers. This affiliation allowed NCCC to introduce more advanced vehicle diagnostic systems, electronic communication system testing, ECU diagnosis, and modern measuring techniques. Through Bosch Car Service technology and support, NCCC was able to provide quality service for different vehicle brands and offer reliable aftermarket parts at reasonable prices.

The company's dedication to consumer welfare and service excellence was further recognized in October 2011, when Northeast Car Care Centre became the first car service center in Region I to receive the DTI Gold Bagwis Award for Excellence for Consumers.
